American Humane Association's Important Notice Regarding New Business Operations

Dear Film & TV Industry:
Following recent discussions with the representatives of the SAG and AFTRA Industry Advancement and Cooperative Funds and the Alliance of Motion Picture and Television Producers (AMPTP), the American Humane Association's sanctioned animal monitoring service, "No Animals Were Harmed"®, has agreed on terms of fee-for-service to be charged to all Productions beginning January 1, 2014.
This new funding structure came with careful deliberation of the following:
1. The long-term sustainability of the program.
2. The availability of adequate resources to execute and grow the program as needed to give proper and principled oversight to animal actors and to meet evolving demands.
3. A service fee that is reasonable and fair to Productions in consideration of the service rendered.
4. The subsidy provided by the SAG-P IACF and AFTRA ICF grants which will remain in place and help off-set some of the costs for productions working under the applicable collective bargaining agreements.
It remains incumbent upon the Production to register their project with our office with as much notice as possible. In order to execute the monitoring service we must first finalize contracts/terms of service, receive and read the script, and schedule and travel our Certified Animal Safety Representative(s)™ (CASRs) to your location. We ask that you give at least two weeks notice for this process whenever possible. Monitoring services cannot be guaranteed and are based on staffing, location and lead time. However, we can only cover productions that agree to these terms of service.
The particulars of the Fee-for-Service are as follows for UNION Productions:
1. $500/day per CASR.
2. Half day charge of $250 per CASR for monitoring, including travel time, of six hours or less.
3. For idle days domestically (days with no animal action), the Production will have the option of traveling the CASR(s) back home or keeping them in place for a
charge of $250/day per CASR, whichever is more cost effective. This will naturally depend on logistics and/or scheduling.
4. For idle days internationally, a fee of $250/day per CASR will be charged.
5. Domestic travel expenses (hotel, air, ground and per diem) will continue to be covered by the IACF and ICF grants through June 30, 2014. International travel expenses will be: Mileage at US $0.50/mile for CASR personal vehicle use, plus additional reasonable travel expenses as necessary: e.g., airfare/train/etc., hotel, per diem (CONUS Rates may apply), car rental (including gas reimbursement, rather than mileage).
6. Travel time (not to exceed 8 hours/day) will also be billed at US $35/hour for any days when a CASR travels but is not on set.

That can only be determined after the production has been screened and all field reports regarding the care and treatment of the animal(s) are reviewed.
