Coalition For American Production (Cap) Launches National Advocacy Tour
LONG BRANCH, NJ - July 11, 2026 - As domestic production hits historic lows, the Coalition for American Production (CAP) today announced an expanded, multi-city national advocacy tour to mobilize small businesses, industry vendors, and local stakeholders in support of a comprehensive federal media manufacturing incentive.

Following unprecedented production slowdowns across major domestic hubs, CAP leadership will travel to Los Angeles, Atlanta, Chicago, Albuquerque, and Pittsburgh over the coming weeks. The tour aims to build a unified national coalition capable of reversing the devastating flight of American entertainment jobs to overseas markets.

CAP grew out of a highly successful grassroots movement of East Coast-based vendors and small businesses. After seeing firsthand how unified advocacy could effectively protect and expand state-level production incentives, these local business owners realized that fighting strictly on a state-by-state basis is no longer enough to compete on a global scale. While states like New York, New Jersey, and California have continuously optimized their local programs, the lack of a centralized federal incentive has left the broader domestic infrastructure vulnerable to aggressive international subsidies.



Production centers in the United Kingdom, Canada, Europe, and Australia have drawn billions of dollars in active production away from the United States, devastating the independent small businesses, prop houses, fabricators, equipment vendors, and catering services that form the backbone of the domestic creative economy.

"What started as a successful effort to protect vendors in New York has evolved into a necessary national movement," said Brian Papworth, Executive Director of CAP. "We are watching legacy production hubs see their lowest numbers since the pandemic because foreign governments are aggressively undercutting American labor and infrastructure. This isn't just an entertainment issue; it's an American manufacturing issue. To save these small businesses and protect hundreds of thousands of domestic jobs, we need a unified federal incentive that keeps American stories made by American workers."

CAP members who rely on local production are feeling the direct impact of overseas flight, and are mobilizing to protect the domestic supply chain.

"We aren't just fighting for tax credits; we are fighting for the legacy and survival of American small businesses," said Jake Baer, CEO of Newel Props and CAP Board Member. "When a production moves to London or Canada to chase a subsidy, it's the local prop houses, lumber yards, and family-owned caterers here at home who immediately lose their livelihoods."



"The state-by-state model has kept us afloat, but it's not a permanent shield against foreign governments buying our industry," added Keith Gordon of Emerald Green Trailers. "A federal incentive is the only way to ensure the long-term survival of the vendors and crew who actually build this industry from the ground up."

The upcoming national tour will feature targeted town halls, strategy sessions with regional vendor associations, and meetings with local elected officials to emphasize the severe economic ripple effect that occurs when a production leaves an American community.

By organizing small businesses on a national level, CAP intends to present Congress with a unified front representing the true economic engine of the entertainment industry: the working-class vendors and tradespeople who rely on a robust domestic production landscape.
