A film permit (and business license) is required for "motion picture" filming on public, commercial, or private (residential) property. Exemptions are provided for current news and filming for personal family use. A film permit is also required for "commercial still photography" conducted on public, commercial, or private property. Exemptions for commercial still photography include photographs taken at the request of an individual, which photographs are of that person or their family; will become their personal property and will not be used in any advertising medium.
